The film was made to chronicle the life, activism, sacrifice and legacy of the Indian revolutionary Bhagat Singh — from his childhood, witnessing atrocities like the Jallianwala Bagh massacre, to his role in the freedom struggle and eventual martyrdom on 23 March 1931.
Director Rajkumar Santoshi aimed to present a serious, respectful biopic with strong production values: authentic sets, period look, a top star in the lead, and patriotic songs (A. R. Rahman composed) to appeal both to critics and audiences.

Producer Ramesh Taurani later revealed the film incurred a loss of about ₹22 crore because it released at a time when multiple Bhagat Singh biopics were competing in theatres (he said “company ki economy hil jaati hai”).
